EXPANDING HEALTH INSURANCE COVERAGE


The health insurance industry is proposing a grab-bag of tax incentives, vouchers, and expanded government coverage for low-income people in order to reduce the number of uninsured Americans. According to the Health Insurance Association of America--the trade group that sponsored the "Harry and Louise" advertisements in 1993-1994--its "InsureUSA" program would provide health coverage to up to 28 million Americans at a net cost of as much as $60 billion a year.

Similarly, Reps. Nancy Johnson (R-CT) and Karen Thurman (D-FL) have introduced legislation that would provide tax incentives for people purchasing private health insurance and private long-term care insurance.
