- Lois W. Rosenblum has joined the Boston, Mass., office of The S/L/A/M Collaborative, an architecture, engineering and planning firm, as principal in the science and technology sector. She previously served as principal at Einhorn Yaffee Prescott.
- Rosser International has appointed Roland Vaughan CEO of the Atlanta-based architectural and engineering firm. He has served as chairman of Rosser's executive committee for two years. Prior to joining Rosser, Vaughan was CEO, president and director of business development for Sherlock, Smith & Adams, an architectural and engineering design firm in Birmingham.
- Dick Wolsfeld has been named president of CTE, a Chicago-based transportation and environmental services firm that is a unit of AECOM. He comes to CTE from another AECOM subsidiary, DMJM Harris, where he was executive vice president and operating divisions general manager.
- H.J. Russell, a general contractor based in Atlanta, has promoted the following associates to be construction division vice presidents: Barry Compton, commercial construction; Greg Dixon, multifamily residential construction; Bruce Harris, advanced markets construction; Darrell Stallings, education construction; and James Willie, joint venture construction.
- Loren Smith has been elevated to president and chief operating officer of DMJM Aviation, an AECOM company in Tampa, Fla. Prior to his promotion, Smith was senior vice president. The firm provides program and construction management along with planning, design and systems engineering to the aviation industry.
- Brett Phillips has been named chief financial officer for the Structure Tone organization. Based in New York, he will oversee financial management and information technology functions for the construction services firm. Prior to joining Structure Tone, he was senior vice president of finance for Parsons Brinckerhoff. He also worked as CFO for Skanska USA Building in Parsippany, N.J.
- Saunders Construction Inc., a Centennial, Colo.-based commercial general contractor, has hired Dave Alberts as chief financial officer. Prior to joining the firm, he was with GE Johnson Construction as vice president and chief financial officer.
- Boston Properties, a self-administered and self-managed real estate investment trust, has promoted Steve Morken to vice president of construction for its Washington, D.C., regional office. He has been a construction manager with the firm since 1998, after being with Hartman Cox Architects for over eight years.
- Hubert Construction LLC, Gaithersburg, Md., has hired Lynn Wardour as vice president of pre-construction. He had been vice president of operations for Signal Construction in Buffalo, N.Y., where he managed public and private construction assignments, and also implemented systems for job estimating, cost accounting, scheduling and quality control.
- Flagship Construction Co., Las Vegas, has promoted Nancy Paolino to vice president of business development. She will also be responsible for preconstruction services for the company. Paolino has been with the general contractor since 2003, serving most recently as director of business development. Before joining Flagship, Paolino was president of Architectural Metalworks, a New York construction firm.
- HDR, an architect-engineer based in Omaha, has named David M. Taylor director of its national transportation sustainability program in Tampa. Most recently, he was the firm's national director of planning.
