Birmingham-based Curtis Properties Group L.L.C. is developing a 120,000-square-foot shopping center in Rochester Hills that will include a 50,000-square-foot Papa Joe's Gourmet Market scheduled to open in April. The $30 million development at the northwest corner of Rochester and Tienken roads is to include Starbucks, Cold Stone Creamery, Rite Aid, a health and fitness club called Fitness 19, and a steak and seafood restaurant, said Tony Curtis, a Curtis Properties partner and co-owner of Papa Joe's. Curtis said he still is looking for tenants to fill about 15,000 square feet. He wouldn't reveal the name of the restaurant. The Papa Joe's store will also include a 300-seat banquet room .on the second floor. Curtis said the new store will replace the one at 2025 S.
