The editorial comments on access to higher education in Canada with income-contingent loans. Former Ontario premier Bob Rae released his interim report on how to fix his province's university and college system last fall and mentioned the concept of income-contingent loans. This form of student financing defers tuition payments until students leave school. The ultimate repayment schedule is determined by their income after graduation. Income-contingent loans have the ability to solve all the major problems facing our post-secondary system. They permit the deregulation of fees while keeping higher education accessible to all income levels. That graduates should be expected to pay their share strikes us as fair, since they stand to make the greatest gains. So it was disappointing to see Rae push this notion aside in his final report and instead promote a system of grants, loans and differential fees based on student income levels entering school. At the same time, Alberta recently announced a freeze on tuition and pledged to create 60,000 new post-secondary spaces. Again, the sentiment is well-placed, but the implementation is wrong. This article reports that U.S. Secretary of Education, Margaret Spellings, has decided that the New Mexico Educational Assistance Foundation, a nonprofit lender that the Education Department's Office of the Inspector General has accused of overcharging the government by up to $36-million in payments to subsidize student loans, will not have to pay the money back. The inspector general's report, issued in May, recommended that the department require the foundation to return what the report called overpayments. At issue were payments that the Education Department had made to the foundation to finance new student loans with tax-exempt bonds. In the 1980s, the Congress allowed nonprofit lenders a guaranteed return of 9.5 percent to protect them at a time when the economy was sour and the costs of making loans were soaring. The Congress stripped away that advantage in 1993 but grandfathered in loans already made. The capital-gains tax cut took effect in May of last year, creating mind-numbing complexity for Schedule D filers. This year the rules are simpler--the rate is 15% for long-term capital gains and qualified dividends--but you can still trip yourself up. Starting in 2005, if you donate a car to charity, you'll be able to deduct only the amount the charity netted from selling the car. If you beat the clock and donated a car to charity in 2004, you can still deduct the full fair market value. If you gave money to charity for tsunami relief by Jan. 31, you can take this write-off on either your 2004 or 2005 return. Starting this year--and for 2004 and 2005 only, under current law--you can deduct either your state and local income taxes or sales taxes on your federal return as long as you itemize (and don't fall prey to the AMT). For those who live in states that levy sales taxes but not income taxes, such as Florida, Nevada and Texas, this is a huge boon.
